The legal authorization for building the international system for the Americas began with the sovereignty sucking treaty signed with Mexico in 1983 by Ronald Reagan. Repealing the 1983 treaty would collapse a significant portion of that fifth column both within the governments (all levels) and the private sector as well. The 1983 treaty established an international zone on both sides of the border with the EPA Administrator and her Mexican counterpart in charge of daily operations. Both administrators report to their respective State Department officials. Notice the border region extends from the Gulf of Mexico to the Pacific Ocean. The reference to the Declaration of the United Nations Conference in Stockholm, is an “incorporation by reference” into the La Paz Treaty. What that means is that the Declaration of the UN Conference on the Human Environment is included in its entirety into the La Paz Treaty.

Background on the Conference in 1972 and 1992 is found on the UN’s Audiovisual Library of International Law. Maurice Strong of Canada was the Secretary-General of the Conference. Kurt Waldheim was the Secretary-General of the UN. In 2012, the United Nations Environment Program (UNEP) published a 40th Anniversary Report that includes the founding of UNEP which stemmed from the Stockholm Conference. Maurice Strong was appointed to be the first director-general of UNEP. (Pg. 21 pdf).
Freedom of Transit
The misapplication of the principle of Freedom of Transit under international law was used to essentially turn the 50 states of the continental United States into sovereign, independent mini-countries for commerce – realigning loyalties between business and citizens. Businesses loyal to money. American citizens loyal to America – except for those working for the traitors loyal to money.
The stated purpose of the treaty was for a cooperative effort to clean up the environment in the border region. The treaty was written as an open-ended framework treaty that could be modified by agreement of the parties. The parties to the treaty could request assistance from anybody – any groups they wanted – including international organizations, the UN, NGOs, etc. Read the treaty carefully because it was this treaty that enabled the fifth column to be built and embedded in our government and to operate around this country.

The internationalization of domestic HHS agency was enabled by the La Paz treaty. That treaty was a framework agreement. The loose language enabled the expansion of responsibility from the international zone on the border to the entire U.S. This is how the fifth column was built and embedded in our domestic government.
Public Health which was an obscure branch of military was embedded into the HHS organizational structure.

This page shows that the State Department doesn’t represent American interests. Rather, they represent global interests with the United States being just a territory in their global domain. To be succinct, they are a parasitic, insurgency masquerading as an agency of the American government. Because the State Department is charged with the mission of international affairs, they are the authority over the international, fifth column insurgency established by the La Paz treaty and other international so-called trade (harmonization and integration) agreements. The Secretary of State is appointed by and works for the President, this is the means by which the imperial presidency was created and why he seems to rule by fiat.

The United States has ratified international agreements that protect the human rights of migrants, in particular the International Covenant on Civil and Political Rights, the International Convention on the Elimination of All Forms of Racial Discrimination, the Convention on the Elimination of All Forms of Discrimination against Women and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the Protocol relating to the Status of Refugees, and the Vienna Convention on Consular Relations. The Special Rapporteur invites the United States to withdraw its reservations to those agreements that affect the human rights of migrants. The United States has signed the International Covenant on Economic, Social and Cultural Rights and the Convention on the Rights of the Child as well as the United Nations Convention against Transnational Organized Crime and its two Protocols. The Special Rapporteur encourages the United States to ratify those instruments.
