On June 30, 2025, the Department of Justice held a press conference regarding an alleged takedown of health insurance fraudsters. Notice they called it health care fraud and not health insurance fraud. There is a significant difference between the two. Health insurance fraud includes submitting fraudulent claims for payment. How could it possibly happen that $14 billion of fraudulent claims were processed and paid? The obvious question is – don’t you edit the claims?
When a claim comes in to an insurance company, there are three levels of edits. The first edit is simple data validity, the second edit is to check the legitimacy of the source of the claim, the third edit is the actual claim data – the treatment itself. The third level of edits should have caught a claim for a skin graft coming from a nursing home. So what’s the deal with $14 billion in fraudulent claims?

What they are talking about in terms of a health care data fusion center is the national database of medical records that has been planned and built incrementally since the first inquiry by Senator John Glenn in 1990. They’ve been working on this system – implementing it in phases since that time. Implicit in the announcement of a medical records fusion center – centralized repository of medical records – is the covert agenda of human experimentation behind the concept of preventative medicine. To the right is the picture of a woman named Ginny Wagner, IBM Rep. She did a presentation to the National Governors Association meeting in 2007. I first began tracking changes to our health care system when I listened to the 2007 presentation. What they were talking about was a national database of medical records and personalized medicine – experimental medicine by definition.
This is the third “biggest ever” fraud takedowns I’ve watched in the last two decades or so. Every time there is a “biggest ever” event, embedded within the messaging is the reveal of the dialectic – the next move in terms of turning our health care system into a system of medical experimentation ala Nazi Germany ala the eugenics movement at Cold Springs Harbor, Long Island in 1904. Fusion Centers: Garbage In, Garbage Out
Thanks to the analysis of Robert Gouveia Esq. a new report produced by the CIA on the Russia collusion investigation was revealed to his Internet audience. The report was released on July 2, 2025 by CIA Director John Ratcliffe.

Notice the dark underlined sentence highlighting the term Fusion Cell. Fusion Cell implies a “project aggregation” of data from multiple sources. For the CIA, it’s not to hard to figure out that the multiple sources of information would be their counterparts in the Third Way countries.

John Brennan was a career CIA officer. You can read the Wiki page on Brennan to get an idea of the positions in government that Brennan held during the crucial timeframe when the Third Way was formed as an organization, a socialist movement and as destroyer of America.
It would not be out of line to say that the Clinton-Gore administration was a communist revolution within government. The weapon of the revolution was the Information Systems of government – integration of information systems within government and dissemination of information outside of government. The government was turned into the biggest provider of information about our country and about our people. What more could an enemy of our country ask for?
A Fusion Center is the aggregator and disseminator of information. The concept of a fusion center is to vacuum up all information from all sources and to provide a single source for all information collected for the purposes of dissemination. It doesn’t matter whether the fusion center is international as in the case of the CIA or whether it’s domestic as in the case of the Department of Homescam Security or whether the collection and dissemination occurs within your Mayor’s office.
Prior Investigation into Fusion Centers
America’s long-term memory has been severed from short term memory. America lives in a world of short-term memory only. There is no better example of that than fusion centers no matter what level of government is operating it.
On October 3, 2012, the Senate Permanent Subcommittee on Investigations published a report titled Federal Support for and Involvement in State and Local Fusion Centers.
The second paragraph of the Executive Summary is:
“The Subcommittee investigation found that DHS-assigned detailees to the fusion centers forwarded “intelligence” of uneven quality – oftentimes shoddy, rarely timely, sometimes endangering citizens’ civil liberties and Privacy Act protections, occasionally taken from already-published public sources, and more often than not unrelated to terrorism.”
That pretty well sums it up – a collection of information from unreliable sources with no checking for the veracity of the information and dissemination of the information as if it was gospel coming from a government source.
The issue of fusion centers first came to the attention of this analyst with the release of the MIAC report from 2009. MIAC is the Missouri Information Analysis Center (MIAC). See page 110 of the newly released report linked above. Notice footnote 581. The report had the spelling of Barack Obama’s first name spelled incorrectly. Big clue on the quality of the information in fusion center’s data base.
One would have thought that this report would have been used to either fix the quality of the information or shut down the system entirely – preferably the later. It came out in the news that the Southern Poverty Law Center was one of the most prolific suppliers of information to the fusion center. The SPLC is one of the most biased organizations in the country and yet they were allowed to provide reports to the fusion center as if they were a credible source. Given the history of fusion centers, it’s not a stretch to say that fusion centers are a weapon against the political opposition regardless of who is in political power.
