On September 14, 1993, there was a signing event at the White House. The supplemental (side) agreements to the NAFTA agreement were signed by Bill Clinton. Three former presidents were invited guests: Gerald Ford, Jimmy Carter and George Bush. A bonus in this event is that Bill Clinton talks a little bit about about the international system created post WWII.
Article 30.6.3 established the NAFTA Secretariat – a joint collaborative endeavor of three national sections. It contains information on the dispute settlement proceedings, legal tests and panel decisions and reports respecting the Agreement. [Scroll down to see links to the respective national sections.]
Article 201
Harmonized System (HS) means the Harmonized Commodity Description and Coding System , and its legal notes, and rules as adopted and implemented by the Parties in their respective tariff laws;

as it pertains to the definition of “national” for each of the three contracting parties.
Note: it’s not known whether the use of the term omestic law rather than domestic law was a typo or intentional. I did a search on it and found it in a lot of writings on law. It will take more time to shag that down.
Though it wasn’t billed as such, this agreement plus the treaties incorporated by reference effectively established the framework for a North American Union – just like the European Union. It put the economy under the authority of the Secretariat while our political system was left hanging in the breeze. This organization is why the President seems to have the power of an oligarch. He waves his magic wand and can impose tariffs. Conversely he can remove them.

The following agreements were side agreements in the original NAFTA agreement signed in 1993. When Donald Trump was elected, he promised to get us out of NAFTA. He didn’t do that. His crew updated the NAFTA agreement including the side agreements in the main body of the agreement and renaming the entire agreement USMCA. US – Mexico – Canada agreement. Chapters 23 and 24 respectively are the side agreements that were included in the main body of the agreement.
NAALC – North American Agreement on Labor Cooperation– notice it includes reference to the International Labor Organization (ILO)
NAAEC – North American Agreement on Environmental Cooperation– notice Article 24.13, Corporate Social Responsibility and Responsible Business Conduct
The NAAEC established the Commission for Environmental Cooperation (CEC). The CEC is comprised of a Council, a Secretariat and a Joint Public Advisory Committee (JPAC).

Presumably because the NAFTA agreement and incorporated agreements separated the economy from the political system, economic statistics became important to the Economic Union. The Bureau of the Census, in addition to their public purpose of counting the population every ten years, became the collector of economic statistics. The two surveys known by this writer were the American Community Survey and the Agricultural Survey. In 2008, a friend of mine in Northern Idaho who owns 5 acres of land and has a few animals received an Agricultural Survey. Her property was not a commercial operation. It was her home.
