Idaho Eagle Forum members first became aware of the Chinese presence in Idaho when an article appeared in Boise’s main newspaper in May of 2010. That began the Forum’s several year investigation to find out WTH was going on. China, as a communist country does not have a private business sector so they were allowing the Communist Chinese government to operate in the U.S. masquerading as businesses. And it got worse . . . our government through the United States Citizenship and Immigration Service (USCIS) was selling American citizenship to them via the EB-5 Investor Visa program.

Delegation members are expected to tour The Core, a local health care, technology and industry-related growth corridor, the new Idaho State-Meridian Health Science Center, St. Luke’s Meridian Medical Center, Boise State University and area high schools.

An Idaho company that hopes to plug the gap in financing for startups and other growing businesses in the state has won federal approval to serve as a “regional center” for foreign investment.
Invest Idaho LLC, formerly known as I-Cubed, joins the list of more than 70 centers across the country authorized to channel money from qualified foreign investors into the local economy under the EB-5 visa program.
Rick Ritter, Invest Idaho’s chief operating officer and CEO of Idaho TechConnect, said too many good ideas in the state are getting bypassed by risk-averse banks and the angel funds and venture capital firms . . .
Gov. C.L. “Butch” Otter has highlighted the EB-5 program as a “key element” of his effort to attract new foreign investment to Idaho as part of Project 60, his plan to grow the state’s annual gross domestic product to $60 billion from $52 billion.

A Chinese national company is interested in developing a 10,000- to 30,000-acre technology zone for industry, retail centers and homes south of the Boise Airport.
Officials of the China National Machinery Industry Corp. have broached the idea — based on a concept popular in China today — to city and state leaders.
This ambitious, long-term proposal would start with a manufacturing and warehouse zone tied to the airport, and could signify a shift in the economic relationship between the two superpowers — a relationship once defined by U.S. companies like the J.R. Simplot Co., Hewlett-Packard and Morrison-Knudsen that would head to China to build and develop.
“I think China’s coming over here shows they are willing to collaborate on the reinvigoration of the American industrial base,” said Jeff Don, CEO of Eagle-based C3, which is acting as an Idaho representative for the Chinese company, called Sinomach for short.
Initially, we did not differentiate between the zone connected to the airport and the technology zone although I should have because of my research on Minnesota in 2006. They are related and both types of zones are component parts of the same beast, but they are not the same. The zone connected to the airport is a foreign trade zone (FTZ). The technology zone is a Special Economic Zone (SEZ) aka Special Administrative Zone like Hong Kong meaning it’s just a city with a with a hybrid governing structure.

Officials of the China National Machinery Industry Corp. met this week with Idaho state, utility and industry officials to show off their ability to design, build and maintain everything from power plants to high transmission lines.
The Chinese-government owned company, called Sinomach for short, is itself a sign of the growing economic and industrial strength China now projects worldwide. For Sinomach the American West provides many of the same opportunities it already has tapped in places like Africa, India, Pakistan, Indonesia and even Iran.
Sinomach, is China’s third largest contractor with more than $14 billion in sales last year. Jeff Don, President of C3 of Eagle arranged the delegation’s visit.
They talked to Idaho Power Co. and Rocky Mountain Power and the Mountain States Transmission Project about building the major transmission lines the two utilities have planned. They also talked with several other Idaho energy and manufacturing companies about projects ranging from coal-gasification, nuclear power to turning biogas into power.

So what’s the problem? China is run by the Communist Party. They don’t have a national tax system. The Communist Party requires a 40% equity stake in the foreign businesses they allow to do business in China. The obvious question is – was that the deal Sinomach offered to Idaho Power? A 40% equity stake to build new transmission lines? Is that why Idaho Power established IDACorp as a holding company for Idaho Power – so they could get the Communist Chinese capital that Sinomach was offering? Establishing IDACorp was a way around the Public Utilities Holding Company Act of 1935 which prevented utility companies from setting up holding companies to drain off utility dollars for other investments but it didn’t cover a holding company buying a utility. That has been a big question in my mind since I found out about it: Regulatory Racketeering.

Long story short, it appears that the Communist Chinese were building the global transportation system – a global silk road for a borderless world of commerce. President George H.W. Bush announced a reorganization of the regulatory structure for transportation in 1990. Although neither he nor Transportation Secretary Sam Skinner said it directly, but with hindsight, the purpose of the reorganization – including all forms of transportation under one agency was to coordinate policy across the different forms of transportation. The idea was that global telecommunications systems enabled worldwide connected Customs and shipping coordination between countries.
At this point, it’s obvious that the ports in southern Mexico built by Hutchison Port Holdings were the entry point to the United States for the global transportation system and the Communist Chinese. It just wasn’t announced as such.
