One of the findings of the investigation on Nicolas Cruz and the Parkland School shooting was that Cruz was a repeat offender in and out of trouble over a number of years but he was always assigned to community diversion programs. There was never any punishment for his behavior. A deeper dive revealed that Broward County was policing by the numbers. Federal government incentives were based on a statistical analysis of crime in the area. Low crime statistics meant more money from the federal government in the form grants and subsidies. That perverse incentive caused Sheriff Israel to direct his attention not on law enforcement but on the statistics.
Statistics Driving Policy
In a normal world, a policy is defined to solve a problem and statistics measure the outcome of the policy. Using statistics as the definition of the problem produces a twisted result – an upside down world in which the statistics look great but the problem stays the same or is exacerbated as in the case of our economy right now. Statistics can be manipulated by the choice of variables included in a report. The conditions in the real world can’t be manipulated like that. An obvious example right now is the rate of inflation in the economy. The FED is reporting low inflation while anybody who goes to the grocery store can tell you that we have an exceedingly high rate of inflation. So how does that happen? The FED doesn’t care about the cost of living which includes the price of groceries so those statistics are not included in the FED’s analysis.
So when did the U.S. Government lose their collective minds? This writer would put the timeframe at the point of the presidency of George H.W. Bush although argument can be made for an earlier time but it was during the Bush administration when the decision was made to begin building national-international computer systems as a product of government for the benefit of private business. The result of the plan was to bring fascism to America – the public-private partnership in the development of national computer systems designed by and for corporations to facilitate commerce.

Transportation was a good place to start because of the cross-cutting (interfacing) systems associated with it. Some of those would be the Interstate Highway system, the old highway system that were part of the military’s responsibility (STRAHNET), hospital emergency rooms (Highway Safety Act of 1966), which links to medical records, driver’s licenses which links to Vital Statistics, etc. Everything is linked to everything in a high tech society.
In 1990, Senator John Glenn, Chairman of the Governmental Affairs Committee requested the GAO to perform a study on the nationalization of medical records to determine the potential benefits for the quality of care (allegedly). It doesn’t take much imagination to figure out how a system of nationalized medical records might figure into that project.

Originally, Ron Brown, Secretary of Commerce was the Chairman of the President’s Council on Sustainable Development which is the committee that began the detail implementation phase of the reinvention of government project. After Brown was killed in a plane crash in Croatia on April 3, 1996, Alice Rivlin of the Office of Management and Budget surfaced as the real director of the project to redesign the systems of government. On April 4, 1996, issued a memorandum giving direction to the agencies of government concerning organizational changes she was making.
You may remember that Commerce Secretary Ron Brown died in a plane crash with a bullet in his head in Croatia on April 3, 1996. On April 4, 1996, Alice Rivlin who was then Director of the OMB issued a Memorandum to all heads of all Executive Agencies and Establishments ordering that they appoint Chief Information Officers (CIO). It’s possible that the timing was a coincidence with Ron Brown’s death but it doesn’t seem likely given the nature of Rivlin’s memo. To this Systems Analyst, Rivlin’s memo was the first move for what ultimately became the left’s administrative coup d’etat on the American government enabled by the redesign of the systems of government. In a lecture given in Australia by Professor Beryl Radin, she outlined three points. OMB Director, Alice Rivlin, then gave testimony to the Senate committee on governmental affairs. She listed the three basic concepts that she said underlined phase II:
- The first was privatisation—that is, divesting Government of all operational responsibility for an activity or service and allowing the private sector to meet the need.
- The second was corporatisation—that is, creating alternative forms of organisation, such as government-controlled corporations to ensure better management of a program that serves the public.
- The third was contracting out—that is, procuring a product or service in the private market while retaining federal responsibility for fulfilling a governmental function

This idea, this plan for the project was actually started LONG before this. I know this, because my father worked on it, as did many other men and women like yourself, system analysts. My father after what to me appeared to have not slept in a week tried explaining this new “systems” to me, I was sixteen so this had to be around 1983 or 4. “Everything will be systems” Although knowing my father was a systems analyst many of the terms and verbiage was lost on me a sixteen year old, but anyway this had to be 1983 or 4. From what I gathered, and how he tried to explain, EVERY thing will be systems, everything, from work to home to managing systems to city to everything. OK Dad I think was with IBM. I wish he were here to explain further but sadly passed on few years ago. This was very clearly described to me as my father was very excited to be part of this whole new way of doing things, he used different words. If someone were to research this further, maybe IBM in Southern Calif 1980s and what was being worked on, maybe a clearer picture could be brought out.

As much as I would like to, I can’t include an entire history of anything to do with systems in a single article. I actually don’t think that most people can handle the amount of information I present in a single article on anything so for each article, I have to choose a starting point for the documentation I’m presenting. Also, there is a difference between corporate plans – IBM for example, and government action to change the way the government does business. With “counting – computing machines”, you would have to go back to the 1890 census.

Sometime after writing that article, I found the reason for “shortage shouting” for computer programmers and analysts was because they reclassified mainframe computer people was being white collar professionals in the same category as CEOs and keymen of corporations. They defined new categories (new names) for PC jockeys and networked systems. Same concept as the jelly bean story.
1990 was the beginning of the development of global systems. In 1990 President George H.W. Bush announced that they were bundling all transportation systems under a single agency – Transportation Department. When the announcement was made, Sam Skinner (former IBM Rep) was by his side as the announcement was made. Skinner was the first Transportation Secretary under the new structure. Bush also kicked off the project to build a national medical records system and he kicked off “education reform”. He kicked off the negotiations for the NAFTA agreement – breaching our borders.
So, I hope you understand now, I wasn’t missing anything. I was making a point about statistical fraud as a matter of government policy.
