The gist from the first two witnesses – rebuild cities as a jobs program for urban ghetto dwellers. 2nd witness talks about community development programs and funding for those programs. What they talked about became federal programs using federal grant money as the carrot. It wasn’t just urban cities. It included rural cities like Boise Idaho and Meridian, Twin Falls, and very soon Coeur d’Alene, Idaho.
