The Global Information Society Systems project defined the pilot projects for collective global systems of Europe. Because computer systems and the people who work on them are a function of the administrative state, the people of Europe have no control or authority over them. The same is true of the people of the United States. The people are subjects of the systems. The following is a rough timeline of how it happened – how the west was lost:
The European Council – Europe’s Policy making body.
While the European Council has no legislative power, it is a strategic (and crisis-solving) body that provides the union with general political directions and priorities, and acts as a collective presidency.
The European Commission is the legislative body of Europe.
The Commission remains the sole initiator of legislation. They implement the policies of the European Council.
